From the Introduction:

“A Comprehensive Plan assesses where Hagerman is today, documents what residents and community leaders in the town want for the future and outlines the steps to get there.

“More specifically, a comprehensive plan is a guide for current and future decision making by identifying needs that support the town’s capital funding requests, building public support for projects and programs, documenting the purpose for town policies, and makes town grant applications more competitive. The plan’s goals, policies, and actions reinforce the community’s vision in each of the following categories: land use, housing, economic development, community services, transportation, infrastructure, and hazard mitigation.”
